In the seventeenth century, astronomers knew the Earth took one year to orbit the Sun, but they wanted to figure out how fast our planet was actually hurtling through the vacuum of space.
You cannot stick a speedometer out into the void to measure orbital velocity. Without a stationary landmark in empty space, finding a direct measurement was completely impossible.
